A postulate is proposed that connects the speed of light to the expansion of the universe. The results derived from this postulate are qualitatively compatible with the data of present astronomical observations. According to the postulate, the speed of light may vary with time very slowly. An estimate is made for the magnitude of the variation of the speed of light. The postulate is applied to the theory of special relativity, and a derived effect is discussed.
