A Note on Aspden's Paper Concerning Retardation in the Coulomb Interaction

Aspden maintains that two fixed point charges interact with retardation if one is allowed to move freely, that is, the free charge will move only after a delay involving the distance between the charges and the speed of light. Here we question that assertion.
